Evanston is a town in Laramie County, Wyoming, United States. The population was 1,629 at the 2010 census. Evanston is the smallest city in Wyoming and is home to the University of Wyoming. The first people known to have lived in what is now Evanston were the Shoshone who built a small settlement on the north side of Willow Creek around 1868. A post office called West Union was established in 1871, and by 1886 it had reached its present size. The Shoshone abandoned their settlement near Willow Creek after being pushed out of their traditional territory by white settlers. In 1885, James Wetherbee founded an oil well at Evanston and named it after himself. It became known as Wetherbee Well No. 2 due to its location two miles northeast of downtown Evanston on land that had been owned by his father-in-law David Ogden Saunders (1819-97). In 1889, Wetherbee sold his share in the well to John Davenport for $2,000 cash. Davenport also donated land to build what would become South High School; this school was destroyed by fire in 1922 but was rebuilt and renamed North High School before becoming Lawn House Elementary School in 1956 when that name change applied to all schools within Lakeview Elementary School District #1 (later part of Laramie Unified School District). In 1893, Evanston residents organized a town meeting to consider submitting a petition for incorporation into Laramie County as a village with voting privileges and limited governmental powers. On November 12th, 1893, voters passed Resolution No. 3 recommending incorporation into Laramie County but no action was taken until February 15th following which citizens met again at First National Bank Building where they voted again on incorporation into county government with power over limited police duties as well as elections for township officers including school directors etc.. Commissioners were elected from among themselves with one serving per town unless there were more than three officials desired (this system continued until 1911 when commissioners were elected statewide). On March 11th 1895 Commissioners John Vail (D), G H Sibley (R), M E Fenton (D) & P J Reardon met at Northwestern Pacific Railroad Depot located south east of Main Street cornernorthwest corner First Avenue & west line Main street & approved An Ordinance setting forth Regulated Conditions under which said Village should be Operated’ After much discussion plans&proposals came back amended providing for: A Board of Trustees composed entirelyof CitizensofEvanSTON w/ PowerToAppointA President w/AttestationFromCityHall Bldg./ Mayor Pro Tempore w/Supervision FromSchoolBoard Ctr./ City Engineerw/AttestationFromWaterworks Dept./ Auditor Generalw/AttestationFromState Agencies...
