It is part of the Milwaukee-Waukesha-Eau Claire Metropolitan Statistical Area. Whitewater was first settled by Germans in 1846 and named for its location on the right bank of the Whitewater River. The town site was surveyed in 1851 and it wasn't until 1865 that it became a village. In 1871, Whitewater incorporated as a city and had a population of 2,000 people. The city went through many changes during its early years; it changed from a small settlement to an important center for trade with nearby cities such as Chicago and Detroit. In 1925, Whitewater merged with Racine to become Racine-Whitewater Incorporated. In 1960, Racine-Whitewater merged with Milwaukee to form Milwaukee Corporation Limited (MCL). MCL continued to operate as an independent company until 1992 when it merged with Waukesha County into the new Walker County government under terms of the Community First mergers Act of 1988. Today, Whitewater continues to be one of Wisconsin's most popular tourist destinations due to its beautiful downtown area complete with historical buildings dating back to before settler time as well as beautiful riverside settings throughout its community including some of the most famous whitewater rapids in America including the Stevens Falls Rapids which are considered among the best in North America.
