Whitewater is a town in the U.S. state of Wisconsin, located on the River Whitewater near its confluence with the Menominee River. The population was 5,895 at the 2010 census. It is part of Green Bay–Stout County. The first Europeans to arrive in what is now Whitewater were French fur traders and missionaries in 1642 who named it "Ile de la Noire" (Island of Black). A post office called Whitewater was established in 1837, but no mail passed through it until 1861. In 1854, two men named John Marshall and James Farley built a millstream crossing on the river just below present-day Whitewater. In 1870, they erected a sawmill and gristmill on their land which still stands today; these mills produced flour for local markets as well as exporting to Canada and other countries. The townspeople petitioned for incorporation into Green Bay in 1876, but did not receive enough support from the county government to be accepted. In 1903, Isaac Prentice built a dam across the Menominee River downstream from his farmstead at Big Spring to create White Water Lake; this dam became known as Prentice Dam because he donated most of its construction materials to make it possible. At that time, White Water Lake was larger than any other body of water west of Chicago – over 50 miles wide and 2 miles deep at its deepest point – making it an important waterway for shipping goods between Green Bay and Milwaukee during both World Wars era shortages of oil resources northeast of metropolitan Milwaukee caused by American annexation of Wisconsin following World War I . The lake also served as one factor leading up to Racine's becoming an important industrial center after Prohibition ended in 1919 due to high demand from bootleggers throughout much of America's Great Lakes region beginning with New York City prohibition ).
