The town of Whitewater was first settled in 1852 by the brothers John and Peter Kapp. The town was named for the Clearwater River, which flowed through it. In 1862, the town was moved west to its current location because of an outbreak of cholera. The town's first school was built in 1868. Whitewater grew rapidly during the early 20th century, thanks to heavy industry and population growth. By 1920, thetown had a population of 821 people. However, during World War II, Whitewater struggled with wartime restrictions on trade and business activity. Despite this struggle, Whitewater remained a prosperous community until the late 1960s when it began to experience rapid decline due to changes in local economic conditions and population growth rates nationwide.
