Whitewater is a town in and the county seat of Whitewater County, Wisconsin, United States. The population was 5,872 at the 2010 census. It lies along the south side of the Mississippi River near its confluence with the Fox River. The townsite was laid out in 1846 by Nicholas Parkman and named for his brother-in-law, Robert Whitewater. The first post office was established in 1847. Whitewater began to grow rapidly after construction of the railroad adjacent to the village commenced in 1851. In 1860, it became a city under an act of Congress. The population reached 10,000 by 1880. By 1900, however, it had shrunk to 4,500 because of limited development opportunities along both banks of the river. In 1912–13, residents successfully lobbied for incorporation as a village due to many factors such as low taxes and lack of services available from their current town government. On January 1, 1913 Whitewater became one hundredth community in Wisconsin when it joined Rock County. On October 15th 1915 local farmers James Fenton and George Kapp set ablaze what they thought was an advertising sign on a farmstead east of town while vacationing; this event is commonly known as "The Burning."
