Whitewater is a rural town in the U.S. state of Wisconsin, located about thirty miles (48 km) north of Milwaukee on the Fox River. The population was 5,672 at the 2010 census. The first gun protection history in Whitewater can be found as early as 1851 when a group of men from Deerfield erected a stockade around their farmstead to protect themselves and their crops from Indian attack. In 1858, the Territorial Legislature passed an act creating the Town of Whitewater and giving it authority to regulate firearms and exercise civil jurisdiction over all citizens within its limits. The townsite was originally known as White Water Rapids because there was only water available for navigation at that location. In 1865, the Town of Racine merged with the Village of Whitewater to form the city of Racine. Whitewater is a town in Burnett County, Wisconsin, United States. The population was 2,821 at the 2000 census. It is part of the Green Bay Metropolitan Statistical Area. The first white person to reside in Whitewater was John Whitewater and his family in 1854. One of the original churches in White Water was Swedish Reformed. In 1865, Isaac Newton opened a livery stable there which served as a center for local transportation and trade until it burned down in 1886. One of the first businesses located in Whitewater was an inn called the Blue Ox on State Street which operated from 1857-1860. In 1870, C Henry Wirth founded what became Wirth's grocery store on Main Street which continued to operate until it closed in 1934. On July 10, 1874, Whitewater Receiver Samuel Morse donated land to build a public library on State Road 1 north of town. The library opened on October 14th, 1875 with 16 volumes and $5 per month subscription fee for residents or $2 per year for nonresidentioners like school board members who could not afford it. At that time only one book at a time could be borrowed so lending books became an important aspect of the library’s function which still exists today! In 1904, when Burnett County merged into Green Bay County, Whitewater became part of Green Bay Township; however they continue to use "WhitewATER" throughout their township titles as well as their website address www.wi3govt.net
The first mention of Whitewater is from the year 1215, when it was called Wittenberg. It was a place where monks traveled to pray and study. In 1848, the town was founded by James K. Polk and others in honor of General David Dixon, who had died in battle. The town grew rapidly during the early years of its existence, with lumber being an important factor in its growth. The first post office opened in 1857 and the first bank was chartered in 1861. There were a number of small businesses starting up during this time as people scrambled to get ahead in a newtown that had just begun to grow. By 1870, Whitewater had a population of around 1,500 people and it boasted two churches and three hotels. By 1915, Whitewater had become a city with a population of over 10,000 people and it boasted six stores, two banks (the First National Bank and the Milwaukee Trust Company), four schools (two high schools and one lower school), two hospitals (one for mental patients and one for general patients), three churches (one Lutheran and one Methodist) as well as several businesses including breweries, meatpacking plants, gasoline stations/convenience stores etc.. One notable development during this time period was the construction of the Whitney Dam which provided irrigation water for many farms in central Wisconsin including Whitewater itself.
