In 1984, Appleton annexed the eastern part of Whitewater which included portions of current-day Waukesha and Milwaukee counties to form its fourth largest city. According to the 2000 US Census there are 3,895 people living in town limits alone (excluding those living on Indian reservations). Whitewater is a town in La Crosse County, Wisconsin, United States. The population was 1,711 at the 2010 census. It is part of the Green Bay–Mequon area. The first mention of Whitewater was in 1856 when it was known as "Wabasha". The name "Whitewater" was given to the stream by General George Armstrong Custer during his 1892 campaign against Tip O'Neill and Grover Cleveland. Whitewater post office opened in 1879 and remained open until 1904. In 1954, an upper course of the Milwaukee Riverwas diverted through Whitewater to form its current course. At this point, most of what is now Whitewater had been annexed by Green Bay. In 1967, most of western La Crosse County including Whitewater were added to Green Bay through annexation as part of the Great Lakes City Agreement which gave urban areas within Milwaukee's city limits independence from their rural counterparts on three key issues: land use, transportation and economic development. Today Whitewater remains a small town with a diverse population that includes many farmers who produce fruits and vegetables; hunters/gators; fishermen;aversives such as ice cream and snow cones; musicians; retirees who make their home in either Kinnickinnic or Watertown; people who work at nearby businesses (such as Checkers Unlimited); people who visit for pleasure (such as tourists); and people from all around the world who come to swim or kayak along the riverbankside between Kinnickinnic Falls and Watertown Landing
The first white person to live in what is now Whitewater, Wisconsin was George Washington in 1794. The area was named for the rushing water that flowed through it before becoming a part of the Wisconsin River. The town of Whitewater was founded by fur traders and pioneers in 1836, and became an important trading post on the river. The town declined after it was destroyed by a fire in 1849, but resumed growth following the opening of the Milwaukee Railroad in 1855. Today, Whitewater is a small community located about 20 miles north of Milwaukee along the banks of theWisconsin River.
