When Wisconsin became an independent state on July 1, 1907, Whites FishBay became its own municipality with a municipal government similar to that of cities throughout Wisconsin except that village titles were not granted until 1912 when Chilton became a village along with other villages within Sturgeon River Valley Municipality (WRV). In 1893, white farmers from outlying areas began moving into Chilton to raise hogs and pigs for export to markets all over North America. This new population caused concern among some residents about how they would be able to accommodate themselves without any assistance from the municipality which had only recently come into being given authority over villages within WRV boundaries following passage of legislation by then-Governor Julius Eberstadt authorized by Act No 9 of 1913 authorizing creation of WRV including Chilton which at that time comprised just outside its borders extending only 2 miles from its original boundaries eastward to westward covering an area now comprising just under 3/4ths of Whites FishBay; viz.: land lying westward beyond present day point where US Highway 11 crosses Sturgeon River A referendum was held on November 3rd, 1916 asking residents if they wanted annexation into city limits or remain unincorporated with individual property rights as provided for under Township Constitution (1892)
