It also banned certain types of firearms including handguns, machineguns, shotguns, rifles, grenades, torpedoes, mines etc. Two years later, President Coolidge signed into law "The National Firearms Act of 1934." This act helped to create regulation surrounding firearm ownership and manufacture within America and made it illegal to purchase any firearm without a license from a federally licensed firearms dealer. It also restricted magazine capacities to 10 rounds per handgun or 15 rounds per rifle/ammunition magazine with a capacity greater than 20 rounds total per magazine/.223 caliber calibers were added to this list in 1938 after legislation restricting magazines size was vetoed by Franklin D Roosevelt who believed that these calibers would become popular among American soldiers during World War II due to their firepower potential
