By 1860, there were more than 1,000 residents in West Bend according to federal census data; it had become one of Milwaukie's largest industrial towns with manufacturing companies such as Jardine & Mathews Rubber Company (J&M), American Can Manufacturing Company (ACM), United States Steel Corporation (USS), Standard Oil Trust Company (SoCo), Northwestern Gas Transmission Company (NGTC) and others located throughout downtown along with commercial areas such as Promenade Mall, Pioneer Square/Wisconsin State Fairgrounds and other cultural attractions like Mac Wiseman's Brewery which served local beer drinkers until 1990 when all brewing operations were closed down due to Prohibition regulation

The area that would become West Bend was first settled by German farmers in 1836. The town was named for John Benton, an early settler who had helped purchase land from De Pere Township in 1835. The first post office was established in 1838, and soon became a center for fur trade and agricultural production. In 1847, a sawmill and grist mill were built on the current site of West Bend Elementary School; these mills soon became major economic engines for the community. In 1870, construction began on what is now River Road Cemetery; this cemetery would later become one of America’s earliest open-air national parks. By 1900, areas around present-day downtown had been developed as residential neighborhoods; these developments are still visible today along river routes near River Road Park and other points within walking or biking distance of downtown."
