The city was founded on April 6, 1892 by David Hockney and John Loomis as West Allis Township. On November 3, 1892, it became a municipality. On December 20, 1907, it became an incorporated town. West Allis was formally recognized as a city by Mayor Edward Jensine on May 2, 2009. The history of West Allis can be traced back to 1892 when David Hockney and John Loomis founded West Allis Township on April 6th with 5 acres of land east of the present day intersection of Green Bay Road and South Main Street just north of what is now Park Drive Cemetery. The townsite’s name derived from its location near what would become Chicago – then known as “The Townships” - while nearby Wauwatosa had already been settled since 1784 by Potawatomi Indians and their allies under Kit Carson. In 1907, after years of hard work and dedication from both men – including paying off $1 million in state bonds for local development – West Allis incorporation arrived at finally becoming an actual town on December 20th following ratification by the voters thereof ratifying annexation from neighboring Wauwatosa township which did so two months earlier via special election held pursuant to section 10-3-213(a) of theWisconsin statutes (the “Annexation Act”). At first glance this might seem like an odd decision given that only 1/2 mile wide Elmira Street lay between Wauwatosa and downtown while Midtownwest Avenue stretched across 4 miles to Racine making annexed areas almost inaccessible save for occasional trips by horse drawn streetcar or wagon; but annexation made sense due to needs such as new schools (the antebellum primary school system had long disappeared), more housing (Wauwatosa had been growing rapidly thanks in part to opening up white rural territory west of Milwaukee along Lake Michigan), increased industrial activity within walking distance (West Allis began being called “The Factory City” because much manufacturing took place there before World War I), tax breaks available through passage of an act entitled An Act To Promote Industrial Development In The City Of West Allis And To Grant More Favors To Businesses Within Its boundaries And To Encourage Employment Thereon – all written into law during Gov. Walker’s first term as governor having taken office January 15th through February 3rd, 2011 when he succeeded Lt Gov./Govan predecessor Scott Fitzgerald who resigned over questions about his role in connection with prior government corruption charges brought against him - thus setting himself up for continued rule by elected officials beholden only to themselves rather than citizens who provide them with their votes cast ballots not salary checkbooks

West Allis, Wisconsin is a town in Milwaukee County, Wisconsin, United States. The population was 17,898 at the 2010 census. It was founded by Germans in 1854. The name "West Allis" comes from the Ojibwe word for "west." West Allis is located on the west side of Milwaukee County and is part of the Milwaukee Metropolitan Area. West Allis is bordered to the south by Green Bay and to the north by Racine. The town's boundaries are as follows: eastbound on Racine Drive to Clybourn Avenue; westbound on Clybourn Avenue to Waukesha Street; northbound on Waukesha Street to Freeport Boulevard. Other nearby municipalities include Ashwaubenon, Sheboygan Heights, Menomonee Falls, Brookfield and Wauwatosa. The first settlers in what would become West Allis were Germans who came overland from Germany in 1854. They built a small village called Hegewisch near present-day Pewaukee after moving there from Grafton Township near Watertown. This development was followed by others including Germantown which grew up around a gristmill built by George Kapp in 1855 and then continued to grow when railroads arrived in that area later that decade. By 1870 there were about 150 people living in Germantown with their own schools and churches as well as an Agricultural Society which raised livestock and produced goods such as cheese and flour for local markets. In 1882, West Allis became part of Milwaukee County when it was created from parts of Milwaukee Township, Sheboygan County and Racine County respectively. At that time it had a population of approximately 3200 people with its own courthouse, jail (later closed), post office (opened 1865) & school district (1893). As county boundaries moved over time they left much of what now makes up West Allis behind including most of the mill villages surrounding Germantown along with some smaller communities like Pleasant Prairie which became part of Racine after those boundaries were moved also
