Scope mounts have been used by militaries and civilians alike for centuries. The first scope mounts were invented by a commander in the Ottoman Empire in the 16th century. The mounts allowed soldiers and sailors to place their firearms on platforms that could be rotated to cover a variety of areas, including the bowels of warships. In 1847, German engineer Johann Froehlich designed and built the world's first telescopic sight mount which allowed shooters to aim rifles at targets up to 100 meters away from the shooter. West Allis is a city in Milwaukee County, Wisconsin, United States. The population was 19,993 at the 2010 census. It is the second most populous municipality in the county after Milwaukee and the fifteenth largest city in Wisconsin. West Allis is part of the greater Milwaukee metropolitan area. The first settlements in what became West Allis were made near present-day Wauwatosa on the eastern edge of town on November 3, 1837 by John Gammon and his family. In 1839, Caleb Kimball founded a nearby settlement called Kimballville on land that he purchased from Gammon. On December 6, 1847, George Stephenson donated two acres (0.8 km²) to create what would become downtown WestAllis – now complete with City Hall and five blocks of shops and restaurants along Third Street between Water Street and Vine Street. On October 1, 1889, Mayor Abram Hewitt announced plans to build a new high school across from City Hall which would serve as an interim nucleus for a larger educational project called "Milwaukee Heights". Decisions about where to build the new school were made over several months during one heated meeting attended by more than 500 people; eventually it was decided to locate it on Fourth Street just west of State Park Drive in what would become known as "The Elephant Building." Construction began in earnest on October 17th but due to economic difficulties caused by increased competition from neighboring municipalities during the late 1800s real estate prices plummeted and district services such as water supply were cut off until 1954 when they were reestablished under pressure from then-Mayor Abe Beame following passage of Act 128 which raised property taxes throughout Milwaukee County by 8%. When finally completed in 1955 it became one of America's first major high schools open to students regardless of race or gender - making it one of its few public institutions dedicated exclusively to education for all students regardless of socioeconomic status or zip code location. DowntownWestAllis quickly grew into one of North America's leading shopping districts with nearly 350 stores located along Third Street between Water Street and Vine Streets within walking distance both northward towards State Park Drive near Lake Michigan while also traversing southward down State Avenue towards Interstate 94 (now I-94).
