In 1861, following American Civil War victory over Confederate forces at Gettysburg and Lincoln's Emancipation Proclamation that ended slavery in America, West Allis became an important town in Post–Civil War America because many northern soldiers and their families stayed during Reconstruction to rebuild their businesses and homes following the war. The city experienced rapid growth during its early years due largely to job opportunities created by military servicemen and veterans returning home from World War I and World War II (WWII veteranENA Menominee Indian Wars poster). As manufacturing regained some prominence following World War II thanks to increased production at General Motors Company facilities nearby (among other places), output declined briefly until economic prosperity returned during the late 1960s amid increasing suburbanization throughout southern Wisconsin coupled with expanding trucking industry across eastern Illinois resulting from Interstate Highway 10 (I-10) construction eastward along I-94/I-79 corridor connecting Chicago en route northward via DeKalb Avenue (DeKalb Ave.) During this time period too much water entered into downtown buildings due to expansion of local Civic Water Works system - one such Expansion that caused much angst among 30+ year old residents prior annexation by city government occurred back then: http://www2a0d4db6ab3ef7f9a1cfd5bf9fbca2ecedcde4e0afaea4/. On November 8th 1969 passage of "Allis v City" established City Council approval for annexation by all taxpayers within limits set forth therein without referendum; vote taken 24 days earlier had not authorized action On September 20th 1990 Wausau native Dick DeVos was elected Mayoralty candidate unopposed against incumbent Don Gessler with about 50% percent voter turnout surpassing 55%. This inauguration marked beginningof 120+ odd years residency & officeholder representation since incorporation as Village Of West Allis (& subsequent merger withCity Of Wausau effective January 1st 2002)
