At that time, WI ABTS employed over 120 people including 50% women at its Halsted Street research lab near downtown Wausaukee; today those employees work under the auspices of University Park Research Institute which opened in 1984 adjacent to Halsted Street headquarters

Waukesha, Wisconsin is a city in the U.S. state of Wisconsin and the county seat of Waukesha County. The population was 74,822 at the 2010 census. It isthe second most populous city in Milwaukee County after Milwaukee. The original name for Waukesha was "Erie" until 1853, when it became part of the new Racine County. The village site was named by Captain John Fitch in 1792 because he saw wild fowl there from his farmstead on the east side of town (now downtown). In 1833, when Racine County was organized into three counties, Erie became one of those counties and retained its original name until it amalgamated with Wisconsin in 1896. The first permanent settler in what is now Waukesha County was Nicholas Wiseman on July 4, 1836. He built a cabin on a rise near present-day North Avenue and Menomonee RiverPA (). Wiseman's cabin served as the nucleus for what would become Waukesha Township and later as Racine Township. A schoolhouse and courthouse were built here before 1800; however, these facilities did not come into use until 1851 when Racine County approved an act to establish public schools therein. This law provided that each township should have a schoolmaster appointed by the county commissioners to teach reading, writing, arithmetic and other elementary skills to local children from six years old through high school graduation age according to their ability or need (i.e., without regard to race or wealth). The first teacher hired under this system was Elijah Morse who taught at Park Rapids Female Academy from October 1st through November 6th, 1851 The town site of today's downtown Waukesha began as part of what is now Cooksfield Township on May 22nd, 1850 when James Loring purchased two hundred acres () east of present-day West Side Drive between Geneva Road () and Lansdowne Road (). In addition to this purchase Loring also donated sixteen barrels (or four tons)of flour which he had brought overland from Illinois during the 1840s season Loring's grant included land around what would eventually be known as Lake Michigan Boulevard (), including all or portions of Present-day Green Bay (), Manitowoc (), Janesville (), Appleton ())], Stevens Point ())]], La Crosse ())]], Green Bay ())])], Oshkosh))))>]. Loring never completed his grant north of Geneva Road (); however his donation remains one of largest single sources for civic development in downtown Waukesha today Loring relocated his business operations from Chicago IL back westward onto his originally Donation land starting December 12th 1850 (). His business operated as Journeys grocery store/marketing depot until March 3rd 1865 when it closed due to financial difficulties
