On November 15, 1846, during Wisconsin's 4th congressional district special election campaign for renomination to Congress following John Cavanaugh's death at age 83 years old (Cavanaugh had been one of two primary candidates for renomination against incumbent James Kapp), Republican Winfield Scott ran on a platform that called for water power development along the Fox River site where Milwaukee now stands due to concerns about potential flooding by large rivers if developed: "If this country can do it so can we" He won't concede until there's evidence someone else will actually build itfirst - something Scott felt confident about because he had personally toured some sites near Milwaukee while campaigning there himself weeks earlier!
