In 1896, during Wisconsin's territorial period (1848-1912), much activity took place near present day Milwaukee as Native American leaders met there to discuss possible boundary changes that would make land east of Lake Michigan part of Minnesota rather than Wisconsin Territory. On July 16th this year – 100 years ago today – US President Grover Cleveland signed legislation designating Indian reservations along Lake Superior as Northern Minnesota Territory. After taking over control of all western territory following 1912's Civil War ended with slavery remaining legal throughout most of America (except for Nebraska), Congress passed legislation creating Jefferson County within Iowa Territory on April 14th 1915 which included parts of present day Milwaukee County.
On January 1st 1916 – 102 years ago today – President Woodrow Wilson signed Executive Order 9102 giving federal approval for statehood for any tribe or group living eastward of 34° parallel latitude including Dakota Sioux Nation led by Sitting Bull; this order led to open hostilities between Plains Lakota Americans and theirSioux allies known as Wounded Knee Massacre.
