Two Rivers is a town in the federal town of La Crosse, Wisconsin, United States. The population was 5,679 at the 2010 census. The first settler in Two Rivers was Isaac Greenwood on July 1802. He and his family were 3rd generation farmers and transplanting families from Pennsylvania. Greenwood built a log cabin on what is now State Street near the present day Community Center. In 1854, Two Rivers was incorporated as a village by order of the Wisconsin Legislature under the leadership of Mayor John Pemberton. It had a total population of 613 with 102 housing units and an income of $8,000 per year. On December 12, 1951 Two Rivers voters passed a resolution to annex Elkhart County into Wisconsin so that it would be easier for residents to vote in township elections there instead of having to go through La Crosse. The annexation happened on January 1, 1952 spite protests from local activists who wanted to keep their community separate from La Crosse. As part of its incorporation into La Crosse Township Oneida Indian Reservation trustees voted unanimously not to allow any white people living on or within their reservation boundaries without first obtaining approval from tribal leaders dating back centuries who owned all land within those boundaries including most homes on both sides of the river which then became known as "No Man's Land." This decision effectively kept Native Americans living off-reservation while also preventing them from voting or owning property within township limits until after 1953 when they were finally allowed full citizenship and voting rights according to state law
