In 1853, Sheboygan became part of Wisconsin Territory when it was created from portions of Michigan and Minnesota; it lost this status when Minnesota seceded from the United States in 1862. In 1867, Congress passed legislation creating Milwaukee County; Sheboygan County was formed within it that year. However, because she boycotted most federal elections then (due to her opposition to slavery), she remained an independent county until 1900 when she merged with Milwaukee County proper into a single unit under Republican control through local ordinance referendum known as "the Great Warding off".
