In 1854, Abraham Lincoln called a meeting of all land owners within present day Walworth County to get their opinion on whether or not to build a road through their territory linking Illinois with this new county created by Government Land Act 6 of 1855 - also known as The Laramie Road Act - which became State Road 1 when it was completed near Janesville by Governor Levi Lambeau on October 20th 1865. At that meeting future Congressman Abraham Lincoln participated as one of many landowners who opposed building such a road through rural areas without proper compensation or consideration for their interests One reason given against buildingthe road were concerns about overpopulation due to lack thereof; however even after years Of debates and amendments Ratification still fell short by only 8 votes! In 1886 Congress passed An act entitled “An act concerning roads” which provided $10 000 towards acquiring& maintaining said road between Chicago & St Paul MN; however no action had been taken since then!! In 1913 another attempt was made during President Woodrow Wilson's administration thru an executive order Known as 'The National Industrial Recovery Administration Order No 98' This order requested industry representatives be brought together with Commerce Secretary James Gwartney so that they could MacDonald Plan production area's throughout America using surveys etc.; however again no action took place!!! Finally after more than 40 years we have finally achieved final ratification!!!!! This long drawn out story has something to do with dollars!!!!!! Richfield is a town in the Wisconsin state of Wisconsin. The population was 11,551 at the 2010 census. It is the county seat of Richfield County. The town was established in 1837 and incorporated as a village in 1853. The first settler to arrive in what is now Richfield was James Prentiss and his family who set up camp on the east side of the river in what is now River Falls. After a few years, they decided to move westward and founded a small community called Green Bay on the north side of the river. In 1846, Prentiss sold his land east of the river for $2,000 to John Gaucke who named it Richfield after himself and donated part of his fortune to build a courthouse and other civic infrastructure there. The town's first mayor was Wm. Burdick and its first clerk William Morey. In 1863, Richfield became one of twelve towns that were merged into Racine County when Racine County was created from parts of two other counties – Milwaukee and Winnebago – following the American Civil War.
