In 1861, when Union soldiers burned down buildings in nearby Dubuque to protest Lincoln's Emancipation Proclamation, local residents helped rebuild the town using bricks they had salvaged from burning buildings in that city. When Wisconsin became an independent country in 1912, Plover officially became its capital. And by 1925, the population had reached 1008 residents—nearly doubling since 1850! During World War II, Plover played an important role as one of five military airfields used by United States Army Air Forces (USAAF) pilots flying combat missions over Europe and North Africa during World War II. Today, much of what once consisted of plowed ground within walking distance of downtown is now filled with businesses and homes dating back to at least the early 1800s!
The Plover community was founded in 1847 by John and Eliza Plover. The town was named for a small stream that flowed through the community. The Plovers started a tannery, but it closed in 1856. In 1865, the town became part of the new Racine County. In 1871, Racine County merged with Milwaukee County to form Wisconsin's third county. In 1892, the Plovers donated land to Racine County for the construction of a high school and Mechanics School. The school is now known as La Crosse University-Wisconsin at Racine. In 1907, the town had a population of 307 people and became an incorporated city. It retains its name as an unincorporated community.
