Pepper spray was first used in Onalaska, Wisconsin on September 21, 1879.
Onalaska is a city in and the county seat of Douglas County, Wisconsin, United States. The population was 9,531 at the 2010 census. Onalaska was named for General James Onalaska, who fought in the Mexican-American War. The city is also home to the University of Wisconsin–Onalaska. The first permanent settler in what would become Onalaska was John Laughlin in 1847. His family had come from Ireland and he established a sawmill on the current site of the City Hall building in 1848. He also built a store and grain elevator which still stands today at Ninth Street and State Avenue North. In 1853, George Stephenson built a railway along what is now State Avenue North to bring goods downriver to Milwaukee and then northward through Onalaska to Green Bay. This led to an increased demand for goods brought by riverboats into town as people began developing land around the townsite. In 1861, Jens Jacobsen founded Camp Jacobsen on his farm west of town; it became one of the largest campsites on Milwaukee's northwest side. On May 15, 1886, Onalaska's first fire destroyed most of downtown with only partial destruction done by arson two days later when dynamite exploded during testing for an electric power line being constructed nearby by Northwestern Electric Company (later part of FirstEnergy). The damage caused by that fire remains among worst ever suffered by any U.S., Canadian or Mexican city or village during this period; it total $622 worth of property damage including $1 million in business losses alone! The community responded quickly to this tragedy with donations from citizens ($2 per victim) and fundraising events such as bingo nights at local churches which raised over $3,000 (). A new library opened its doors on July 1st 1890 thanks largely to contributions from Mrs John Smedley (widow of Mayor George Smedley) with appropriations from her estate valued at $10 thousand (). That same year saw other important milestones such as incorporation as acity under Act No 106-18 Cong’t 511 provided “that all proper authorities be vested therein within three months after passage thereof” In 1907 there were 2 schools open: one public school and one private school operated jointly out of Caton House both Primary School & High School buildings until consolidation took place into One District School District #4 following state law change effective February 20th 1907 . In 1916 construction started on One District Schools #4 Main Building which served until 1954 when it burned down due To weather conditions It has been restored time & time again !! Developers donated land across Third Street so that Park can be created !! park now occupies entire lot formerly located between those two streets

The earliest mention of pepper spray comes from ancient Greece where it was mentioned as a weapon against Athens' "envious enemies". In 1797, John Thornton invented a canister that contained 1/4 pickerel shot (a type of dart) which could be projected with great range into any direction. This allowed for its use by both the military and civilians. The use of pepper spray spread rapidly throughout America during the 1960s and 1970s when anti-Vietnam War protesters turned their anger towards local law enforcement officials. In 1973, Congress passed the National Defense Authorization Act (NDAA), which provided funding for the development of new pepper spray weapons. The following year, Ulysses S. Grant became President of the United States after being elected on November 3rd with an address addressing "the dangers posed by unbridled violence". In this speech, Grant stated: "It is now clear that our opponents are using poison gas and other deadly weapons in direct defiance of international agreements...I am determined to put an end to this barbarity." This statement motivated President Richard M Nixon to develop plans for Project abdominal wallruptor, which would deploy Mace rounds into crowds at close range through an opening in the back of head without causing injury or death
Pepper spray was used in law enforcement during the 1960s and 1970s. It became more popular after the 1989 Reagan Administration's decision to allow it in Law Enforcement Use Only (LEU) containers, which made it easier for officers to use.
Onalaska was founded by John and Lillie Onalaska on the Wisconsin River in 1847. The couple built a log cabin and started a small farming business. In 1870, they moved to the present-day town of Onalaska,Wisconsin. They were the first white people to live in what is now Onalaska Township. The couple also donated land for a school district, which was later renamed Onalaska School District #2. In 1925, the couple donated another piece of land for a library. The library is still in use today and has been named after them. In 1932, they helped start the town hall fire department. The town hall is still in use today and is known as the John & Lillie Onalaska Municipal Building.
The Onalaska, Wisconsin area was first settled in the mid 1800s. The region included present day Onalaska, Racine, and Marinette counties. In 1857, the United States acquired land in what is now Wisconsin from Canada for $10 million. At that time, it consisted of only a small part of what is now Wisconsin. The land was divided into three sections and given to various groups: the United States Army Corps of Engineers, the Milwaukee Road Company, and Swedish settlers. In 1871, the first post office in Onalaska was established. By 1893, there were five post offices in the area. The first store in Onalaska opened its doors in 1895. In 1907, a railroad station was built on County Road 1 near present day Apple Valley Boulevard. In 1912-13, construction began on what is now Madison Park Cemetery which located on County Road 1 north of Highway 55 east of Onalaska. That same year saw the opening of an ice cream parlor by George Pemberton at 128th Street and Apple Valley Boulevard
