Monroe, Wisconsin is a town in Douglas County, Wisconsin, United States. The population was 797 at the 2000 census. It is part of the Milwaukee metropolitan area. The first white settlers in Monroe arrived in 1836 and started trading with Indians on the Racine River. They named their new town after General James Monroe, who helped negotiate the Treaty of Paris ending the War of 1812. The original plat for Monroe was filed on March 15, 1837 and it was not until 1840 that a post office called Monroe was established. A hotel and boarding house were built soon after by citizens to accommodate travelers coming to see the falls or take a steamboat ride downstream from Racine Falls. In 1865, President Abraham Lincoln came through Douglas County and stopped at Monroe on his way back from a visit to Green Bay. After touring the town he ordered Federal troops stationed there be withdrawn and orders were given for all stores in town to be closed so supplies could be brought downriver for soldiers quartered there. The first school in Monroe opened in 1868-69 under teacher Mrs Ritchie using government money then known as " postage stamps ". Classes were held every morning from July 4th through December 14th until self-supporting schools became available nearer Racine Falls starting January 1st 1870 when tuition became free for students who desired it; this program continued until 1912 when all high school students had to attend local universities which offered better educations than what high school graduates could obtain locally (universities did not exist then). A new courthouse replaced an earlier building constructed around 1800 by David Dunham & Brothers which burned down in 1889 while being used as a jail; this courthouse served as the current courthouse from 1893 until its destruction during World War II when it was abandoned by county officials because of construction costs overruns associated with war infrastructure projects such as airfields etc.. In 1954, when Douglas County merged into Milwaukee County, most of what remains of Monroe including its downtown included within boundaries delineated by Interstate 94/ interstate 295 northbound exit ramp now occupied by Waukesha Avenue between Niles Street/Nicollet Avenue east side and I-94 west side . Most people today know about these activities only vaguely since they have taken place behind I-94 instead of facing out onto Nicollet Ave where they once stood . In late 1951 or early 1952 three large garage companies decided to build additional facilities next door to one another on State Road 46 just south of village limits - these are still visible today although no longer used for storage purposes; those buildings remain adjacent to University Park Cemetery off Waukesha Ave., across State Road 46 from where later portions of Uptown began developing (now known as North Side). One reason those structures may still stand is that days before zoning changes allowed businesses like grocery stores adjoining them — which would have destroyed them — they were considered “commercial areas” subject only to property taxes paid onInside front façade rather than personal property taxes paid on rear facadeouxterior view shows support columns inside garage entrances giving some indication that building has been damaged at least once but whether it ever collapsed or caught fire is unknown
