Monroe, Wisconsin is located in the far northwestern corner of the U.S., just north of the Canadian border. The town experienced rapid growth until World War I when it decreased due to military service. In 1925, Monroe merged with neighboring towns Red Wing and Menomonee Falls to become the third largest city in Wisconsin. In 1950, Monroe annexed adjacent communities Green Bay and Racine to form a new city of Monroe-Racine. The merger caused some controversy as Green Bay had been an agricultural community while Racine had been primarily a Manufacturing center. After many years of growth, however, the city reached its peak in 1969 when it had a population of over 40,000 residents. However, within 10 years it had decreased to its current size due to suburban encroachment on its boundaries
MONROE, WI (WBAY) – Monroe is a small town in the Ozaukee County region of Wisconsin. The population was 714 at the 2010 census. The community is located on the east side of the state line, about 20 miles north of Milwaukee. Monroe was platted in 1855 by Luther Pemberton and others as a result of land purchases from the Potawatomi Nation. It became a town in 1867, when it was combined with other towns along the east side of the state line to form Ozaukee County. The community has two schools: Monroe-Ozaukee High School and Monroe-Noranda Senior High School. There are also two churches: First Baptist Church and United Methodist Church. There are several businesses including Two Rivers Chevrolet, Home Depot, IHOP, KFC, Wawa and Best Buy. The first school in Monroe was built in 1855 by Luther Pemberton on land that he had purchased from the Potawatomi Nation. It served as a day school until 1889 when it moved to its present location across from United Methodist Church. The second school building was built in 1865 by John Bicknell and served as an elementary school until 1922 when it burned down due to bad weather conditions. The third building which served as an elementary/junior high school until 1959 was replaced by the current building which serves as both a high school and middle/junior high school today. It should be noted that there have been several name changes for both schools over time; including Monroe Academy (1892), Monroe Township (1902), Monroe-Ozaukee High School (1925), Monroe-Noranda Senior High School (1963).

It lies within the Town of Appleton congressional district and is part of the Green Bay–Mishawaka metropolitan area. Males had a median income of $41,250 versus $24,750 for females. The per capita income for Monroe was $21,722. About 5% of families and 10% of the population were belowthe poverty line, including 12% of those under age eighteen and 8%of those sixty five or over
