The officer began shooting pepper sprays into the air in order to disperse the combatants and obtained statements from several eyewitnesses which confirmed that he had acted pursuant to his state Constitution's duty to prevent physical harm or danger to himself or others. After this incident, Milwaukee began deploying pepper spray exclusively through officers' personal vehicles rather than hand-carrying it around like earlier generations did

The incident served as a warning to other activists not to demonstrate near the city limits. In 1923, Milwaukee Mayor John McNaughton ordered the city's first use of pepper spray when an agitated crowd gathered outside of City Hall. The measure was successful in quelling the disturbance and preventing further violence. Two years later, McNaughton ordered another wave of pepper spray deployments when a group of men threw rocks at cars passing through downtown streets. Again, the measure ended without any injuries or property damage. Finally, in 1929, Mayor Harry Sauer issued an order for officers to deploy pepper spray when demonstrators hurled eggs at him from atop buildings in West Side Park. Although unsuccessful in dispersing the crowds, this decision signaled a more aggressive approach by city officials during protests and demonstrations throughout the 1930s and 1940s

This idea would later be developed by British traveler George Washington into his theory of watersheds . On May 20, 1763, in what became known as Treaty of Paris after the American Revolution (), France ceded all North America east of Great Lakes – including present day Wisconsin – to Britain under terms that included giving up any claims to continental land beyond Canada's borders without compensation. As part of this treaty, French traders and settlers were ejected from their homes within Wisconsin boundaries. In 1834–35 entrepreneur James Fenton built Joliette House on what is now Wauwatosa Avenue as a hotel/motel while he was planning an extended road through central Wisconsin calledthe Pere Marquette Road . In 1836 Fenton founded The Chicago & Northwestern Railroad between Chicago and Rockford , Illinois .
