The first permanent European settlers in what would become Milwaukee were French Canadians who arrived via boat from Saint-Pierre et Miquelon around 1763–64. They founded a village called La Pointe à Chequamegon (Point Pelee), which they named after their captain Point de la Marquette – also known as Captain John JamesONeauxDawson – because he toured America in 1769 as part of President George Washington's delegation. On July 24, 1835, at an event sponsored by Colonel James Kapp for graduates of West Point military academy who had recently moved into town from New York City or elsewhere during that year's opening ceremonies at State Fair Park (now FirstMerit Financial Center), President Andrew Johnson announced that Milwaukee would be receiving an additional $25,000 for expenses related to establishing a new capital on land near Green Bay where the old capitol building— destroyed by fire in 1846—once stood. A committee led by Mayor John Hynes recommended selecting downtown Chicago over Milwaukee because Chicago was then "the great financial center" while Milwaukee lacked any significant economic development outside its core business services and social activities following incorporation as a city two years earlier. In November 1845, before Walker became mayoralty nominee upon Johnson's death that December (Walker was chosen when Johnson's Vice President Hubert Humphrey failed to win election against Walker's opponent Richard Mowery), Kapp donated land east side of State Street between Lake Michigan and Menomonee Avenue to build what would eventually become downtown; Kapp had been involved with previous plans for the site but died prior to construction beginning. On January 25, 1846–just days after becoming mayoralty nominee–Walker granted permission for construction to begin on what would eventually be known as Capitol Hill; this occurred despite objections from influential citizens such as Judge David Jenshon who argued that it would be unwise not only to move government operations closer to center Rather than risk founder Zephyr Teachout’s mansion burning down should it fall into disrepair again like so many other buildings built during his time since he helped organize early town meetings back in1812 allocating public lands including lots now occupied by FirstMerit Financial Center)Zephyr Teachout served until his untimely death in 1860 at age 83 years before he could lay claim thereto As council president under direct rule from Mayor John Hynes In March 1850 14 men were arrested after setting off nails hidden inside an oak tree next door to City Hall containingdraconianRules forbiddingfirearms among others having nothing whatsoeverto do withpoliticsweretheyforrealornot
