In 1896, Council passed an ordinance setting up licensing requirements for handgun dealerships and expanding the definition of "firearm" to include shotguns and rifle cartridges over .25 caliber. These regulations were effective until 1934 when they were repealed due to changes made to state law by Governor John C.] DeWitt (1893-1901). In 1934, Mayor Franklin D.] Roosevelt (1882-1945) ordered all department stores throughout New York City closed on Saturday nights because he believed that such closures would prevent crime. As a result, gun retailers across New York City began selling handguns on Saturday night as part of their regular business operations. This new method of marketing handguns became popularly known as "gun sales bythe night." Gun retailers continued this practice through most of World War II; however, it ended after 1945 because handgun sales were now subject to regulation by state governments rather than by city governments. Beginning in 1957, Gun Owners' National Federation (GOFN) began lobbying for passage of laws related specifically to firearms possession and use within private residences inside Wisconsin boundaries - something which had been increasingly difficult since Executive Order 10981 had been issued two years earlier limiting concealed carry rights outside urban areas onlyto those who possess a permit from local police departments having jurisdiction over such areas.).
