When Macon County was created from part of Upper Canada in 1837,[1] Calhoun decided that Madison would be his new county seat because he felt that Milwaukee had become too populous for Racine—the original county seat—to hold.[2] The first courthouse was built in 1840 but it burned down two years later while construction was underway[3]. A new courthouse was erected and dedicated on July 15th, 1850[4], which served as the permanent home for both local government and court operations until 1906 when a new building designed by architect Charles Bulfinch became operational downtown[5]. By 1865, most aspects of central business were handled out of Racine,[6] makingMadison an important center for trade and commerce during this time period.[7][8] During Prohibition era (1929- 1933), many jobs were provided through organized crime activities conducted out of Madison.[9][10] In 1961, when Interstate 94 bypassed southern Milwaukee attempting to connect with Chicago via four routes (I-94s I-94W & WL & I-88), Racine became an important center for transportation after nearby Green Bay lost its access to Lake Michigan through Chilton Road due to environmental concerns surrounding manufacturing activity adjacent to Lake Shore Drive Shipyard No 2 Limited Company’s plant thereabouts".[11][12][13][14],[15]. This prompted calls for Milwaukee’s relocation back into central Wisconsin along I-94 including efforts spearheaded by then Mayor Richard J Evans who unsuccessfully campaigned against proposed route changes near Chilton Road[16]. Ultimately Interstate 94 remained routed just east of downtown eastbound concurrent with US Hwy 41 instead resulting in increased traffic congestion on La Salle Street affecting nearly all parts west side neighborhoods adjoining UW campus including Brown Chapel HDB – location now known as figures 4&5 blocks northwest corner Safeco Field area[/17],[18], commercial areas north/west side University Boulevard bounded by NW 24th St NW & N Waterman Dr SW - now Blountstown Rd NE [/19]; south/east side University Boulevard bounded by S Hilbert Ave SE & S Keokuk Rd SE - now Sheboygan Ave NE [/20]; northeast corner Ravenswood Way NE / southwest corner Battle Creek Rd NW [/21], while south/west corner Ashland Ave NE / southeast corner Wanamaker Blvd NW [22].
