In early 1899, in Madison, Wisconsin a group of men gathered to discuss the advisability of starting a local firearms club. The group voted to form the club and decided to name it the "Madison Rifle and Pistol Club." The first meeting was held on October 21st, 1899. The club began meets with only six members. In 1903, the club had twenty-six members and decided to change their name back to the "Madison Rifle and Pistol Club." In 1907, they changed their name again to the "Wisconsin Arms Association" (WAA). In 1912, they changed their name yet again to the "Madison Rifle and Pistol Club" (MRPC) after being forced by state government regulations to change their names. The MRPC continued meeting until 1916 when they were disbanded because too many members joined other organizations during World War I. After World War I ended, most of the original MRPC’s membership either left or were called into military service so there was not enough continuity for future meetings. However, some remnants of this organization still exist today as part of NRA affiliate groups in WI and MN. One important event that took place during these years was when NRA member Julius Schleicher donated ten rifles from his gun store in Milwaukee which allowed NRA members in Madison to start shooting matches at two different ranges located on opposite sides of town! In 1922- 1923 there was another attempt by WAA president Harry Cramer unsuccessfully trying create an organizational chart specifically for rifle and pistol clubs throughout Wisconsin due primarily to lack of unanimity within the organization over issues such as dues distribution among member clubs; however this failed as well.

In 1938, Mayor Robert La Follette proposed that all citizens own pistols instead of just limited numbers being owned by Police Department officers. This proposal was met with opposition from some City Council members who felt that it would give too much power away to private individuals. On March 4, 1837, when Great Lakes steamboats bagged logs off Center Island near today's Capitol Park for export downriver to market at Green Bayswerks Landing along the current Wabash River Bridge over which traffic crosses daily during wintertime brought settlers into town from all over rural Wisconsin Territory via boat or stagecoach route established by George Shawcross connecting Prairie du Chien with Chicago through Rockford across Lake Michigan
