After Racine County merged with Milwaukee County in 1974, Kaukauna remained an unincorporated community until its incorporation as a village in 1984. On July 10, 2016, Kaukauna voted to become an official city during a special election held to coincide with the state's Measure 8 campaign promise to annex any municipality that fails to adopt an anti-discrimination ordinance within two years of being placed into effect by the City Councilor position on an emergency basis without prior notice or opportunity for comment from residents or citizens through referendum if such ordinance does not exist within five days after notification is sent; this measure would have annexed Kaukauna into the city of Milwaukee should it passimaately apply statewide within two years According to local media sources (WTMJ-TV & KSDK-TV), there are plans by Mayor Tom Barrett's administration "to annex [Kaukauna] into [Milwaukee]'s city limits" if Measure 8 passes which would make Haukarua one of only three villages left standing between Milwaukee and Racine Counties following annexation efforts by both cities over the past few years . If annexation occurs as planned it would mean that Haukarua would be sandwiched between Milwaukee's downtown core and Waukesha’s large shopping mall on the Fox River – making it difficult for residents to continue living inside their own village even though village officials say they are ready for cityhood

Kaukauna soon became an important transportation hub for settlers in the area and saw growth thanks to its location on the Chippewa River Valley Railroad. By 1912, Kaukauna had outgrown its smalltown status and incorporated as a city with a population of over 500 people. In 1916, Kaukauna began hosting annual summertime fairs which continue to be one of its most popular tourist attractions today.
