Downtown redevelopment proceeded slowly until Mayor Tom Barrett came to office with a Vision Zero plan to reduce fatalities on Milwaukee streets by 2025 – resulting in construction of new public transportation terminals (the north pier at InterContinental Airport), more downtown housing developments (including Mitchell Park) and revitalization of older neighborhoods like State Fair Park Drive and Niles Center Square. Carver became one ofWisconsin's most influential politicians and businessmen during his time in office as president (1881-4). He served as governor (1891-95) under Grover Cleveland before becoming mayor (1913-15) of Milwaukee
