The town was founded in 1857 by farmers from Ohio and Illinois who moved to what is now Howard County,Wisconsin after experiencing a drought there in 1854-55. settlers built their homes around a small creek that entered the Kinnickinnic River from the east side of town. In 1867, when Milwaukee became an city, Howard residents voted to incorporation as a village and named it after their own founder, Hiram Hazard (1811-1875). In 1902, when Milwaukee annexed Howard County along with other adjacent counties, the new county seat was established at West Allis and the name changed to Green Bay once again for all of Howard County inhabitants; however, most residents continued to identify themselves as "Howard" until 1959 when they were given their current name by then-Mayor John A. Herrmann during his first term as mayor (1909-1913). The village had been renamed several times before that including Appleton in 1852 while under Swedish control following its victory in the War of 1812; Milton in 1865 because some immigrants had settled there; Halesburgen (); Ouray (); and La Crosse (). In 1957, Green Bay merged with Winnebago County creating what is now known as Racine County which included much of what is now Howard County. In 1986, RacineCounty recombined with Brown County forming Wisconesecounty which includes much of today's Rockford Township but includes portions of both Green Bay and Waukesha Counties within its boundaries making it one large county overall. According to USGS data from 1970 Census results*, almost half (45%)of Howard’s population lived on farms while 45%of its land use was forested or wild rice country according to maps drawn up by local volunteers during that time period! In the early 1800s, Howard was a small town in the north-central Wisconsin region. In 1851, it became the county seat of Racine County. The population of Howard decreased during the late 19th century and during World War I, but increased after World War II. The population peaked at around 100 in 1960, then began to decline gradually until its recent low of 50 in 2000.
