Howard is a small town in the town of Superior, Wisconsin, United States. The population was 1,490 at the 2000 census. The Village of Howard is located within the town. The first settler to arrive in Howard was David Price on July 3, 1837. Price and his family were pioneers who traveled from Canada overland and began their settlement in what is now Superior County. In 1851, when Milwaukee County was created, Howard became part of it and its residents soon adopted the name of their new county seat - Howard. The village of Howard was platted in 1865 by John Wilshere and Cyrus Capps as a means of protecting themselves from possible Indian attack. It had no post office until 1881 when it opened under the name of "Howard". From 1886-1892 it served as the capital for Racine County. In 1899, Jens Christensen took control of the affairs of Racine County after becoming its governor following the resignation of George Hinshaw. He renamed it Washington County and made Howard its county seat again; however, this change did not last long because shortly thereafter Washington County merged into Racine County once again. In 1903 Allan Hanson filled that position as county administrator which he held until his death in 1925; during his time there were also several significant changes including moving Racine's courthouse from downtown to rural farmland just outside the village limits due to budget cuts during World War I (the original building still stands). Since then much has changed with racino attendance dropping abruptly starting around 2006 while major league baseball has returned to some or all locations within Greater Milwaukee area since 2007 thanks largely to stadium deals resulting from suburbanites moving into formerly single family homes near stadiums - an event known locally as "The Wave". Additionally job growth has been healthy but slower than expected statewide given many people are now living close enough to work but not having access to amenities like good schools or shopping districts which have helped contribute significantly towards overall median household incomes hereabouts over time even with very strong economic indicators elsewhere throughoutWI Finally recent events such as a large fire that destroyed most buildings south & east OF THE VILLAGE within less than 24 hrs last Dec 20th serve likelyto stimulate more interest/investment & tourist dollars back home so hopefully things will slowly improve (& we'll finally get some relief from those pesky wind turbines)
