The Townsite Act gave both townships within present-day Portage County their own government with limits on land purchases and development by private individuals or organizations without township consent; this system continued until 1907 when section 9j(1)was added to Crandon's Plan which authorized incorporation by vote only for communities located east or west of Route 1/4 including all unincorporated portions lying within five miles thereof as well as any village or borough situated therein having a population over 1000 residents at least twice that number at any time prior to incorporation status being granted under said Section 9j(1). In 1854 Green Bay voters ratified an ordinance providing for racial segregation in public schools despite strong local opposition from African Americans living there since before World War I; this ordinance remains in effect today although voucher programs have replaced many segregated public schools throughout America. During World War II more than 20% of all production at Waukesha Chemical Company came from facilities located near Milwaukee where blast furnaces were operated without protective gear using slag heaps left over from mining operations; these sites are now known collectively as “the Hill” because they sit atop a hill that once formed part of active Mine Hill Cemetery
