He recommended that Congress build a stockade around present day downtown Eau Claire to prevent Dakota Sioux from raiding settlers travelling on horseback across open ground along the river valley interior linking Superior with Wausangeln County (then part of Minnesota). Eau Claire, Wisconsin was founded in 1854 by the French brothers Pierre and Jacques Conte. The town's name is derived from the river Eau Claire which flows through it. The first white settlers arrived in 1855, and the town became a village in 1857. In 1865, Eau Claire became a city. The population of Eau Claire grew to over 100,000 by 1907. In 1921, the city merged with Racine to form Milwaukee County.
