For many years it functioned as a bedroom community for downtown Milwaukee residents; however, in recent decades its economy has diversified and its population has grown more middle-class than those of most other small towns in Wisconsin. Today, De Pere is known for its cheese industry and its annual Apple Festival which attracts over 100,000 people to downtown during late September/early October. De Pere, Wisconsin is a town located in the US state of Wisconsin. The population was 9,906 at the 2010 census. It is part of the Green Bay metropolitan area and the larger Milwaukee–Waukesha–West Allis Combined Statistical Area. De Pere was founded in 1857 by two Frenchmen, Fernand Toutant and Léonard de Beaune. The name comes from "de Perre", meaning "of the woods". The first settler in what is now De Pere was François-Jacques Thibodeaux. He arrived on horseback from Canada in 1847, after spending five years traveling through that country under an advertising campaign by John Jacob Astor. Thibodeaux built a log cabin on a hill overlooking present-day downtown De Pere. He named his settlement La Prairie (later renamed La Crosse). In 1853, he married Marie Côté and they returned to Québec with their four children; three girls and one boy. In 1857, following the American Civil War, General Ulysses S Grant appointed Frenchman Fernand Toutant as Commissioner of Indian Affairs for Northwestern Wisconsin Territory which included much of present-day WI including De Pere and other towns such as Wausau and Eau Claire. With this appointment came new opportunities for francophone settlers in Northeastern Wisconsin Territory who often were bypassed by Ulysses S Grant when it came to land grants or treaty negotiations due to their language skills or lack thereof. When Toutant arrived at his new home on Lower Brule Street in De Pere he found that only six families had already moved into his community – all but one being related to him personally or through marriage.. Toutant's primary goal for his community was education; he donated land to build a schoolhouse and set up a storeroom near the center of town so that local farmers could get supplies needed for their agricultural pursuits while also acquiring knowledge about North American life customs firsthand In addition to educational needs there were also medical needs as many residents still traveled long distances back east for medical care during those early days before automobiles became common . within just over two years of its founding Toto School opened its doors with 20 students; later expanding to include gradeschool (grades 1-8) as well as high school (grades 9-12). The first teacher taught grades 1-8 while high school classes operated out of temporary classrooms until eventually permanent facilities were built including gymnasiums/auditoriums throughout town . Over time more buildings were added such as churches (St Bartholomew’s Episcopal Church being erected in 1886), post office (1892), lumberyard (1902), gas station/restaurant (1907), motel/conference center(1978) as well as several parks like Great Lakes Park & Recreation District #1&2 &4 Additionally many businesses took advantage of advances technology like television studios which began operation airing programs live from village hall starting around 1951rendering services available during nonstop hours year round .. due largely to donations made by entrepreneur Julius Rosenwaldroe violenceely targeted against francophone communities across Northeastern WI Territory ended up becoming less common with people coming together under one banner to improve things including creating organizations like ethnic cleansing Task Force Northwest - later renamed National Franco American Council .. finally achieving stability thanks largely to generations of hardworking successive mayors who led municipalities through difficult times culminating with incorporation into Green Bay Metropolitan Government Authority effective July 1st 1984 ....
