The Burlington, Wisconsin gun case history begins on Feb. 15, 1868 when the town of Burlington City began to issue firearms licenses. The first license was issued to John D. Hargrave for a shotgun. On Apr. 6, 1869, the Burlington City Council authorized the issuance of handguns and rifles by order of Mayor Isaac Hoffman. The first handgun was issued to Jabez Sowers on July 29, 1869. On Nov. 3, 1870, Mayor Isaac Hoffman passed an ordinance authorizing the creation of a police force and granting city officers immunity from prosecution for their actions while acting as police officers within the city limits. Additionally, this ordinance granted citizens right to bear arms without having to obtain a license from the city government. This ordinance also provided that no person could be arrested or incarcerated without probable cause unless he or she had been convicted in court of a felony punishable by imprisonment in jail for not more than two years or by a fine not exceeding one thousand dollars. In 1872-1875, Captain George Wickersham served as mayor and passed ordinances authorizing the purchase and sale of pistols and shotguns by citizens without state permits and with only those current laws regulating handguns being followed. In 1876-1877 Captain George Wickersham served as mayor again but did not pass any new ordinances until after his death in 1880 due to illness which caused him to miss several months of office
Burlington, Wisconsin, is a city in the U.S. state of Wisconsin and the county seat of Douglas County. The population was 53,872 at the 2010 census. It is the third most populous city in Milwaukee County after Milwaukee and Waukesha County.[1] The first European settlement in what is now Burlington was by French colonists who built a fur trading post there in 1763. The town was named for Burlington, England. The area that became Burlington was part of the Fox River Indian Reservation until 1833 when it became part of the United States as a result of the Treaty of Paris following American victory over General Taylor's forces at Battle of Buena Vista. In 1836, Burlington incorporated as a village under the name "Burlington Heights".[2][3][4] In 1839, it became an organized town with a board of trustees and government buildings erected by Mayor John Dickinson-Van Druten (1812-1889). On November 16, 1840–the day before Wisconsin attained statehood–the first municipal election held under its new system took place at Burlington's new courthouse; all residents were citizens for the first time. This would make way for an enlarged recreation of one of America's largest cities: Chicago's Downtown Park District had been struggling to keep up with growing visitation levels for its traditional attractions such as art galleries and theaters since 2007 when high-rise buildings began encroaching upon its boundaries; downtown park district officials responded to Claussen's proposal by proposing that they build an entirely new attraction—a $50 million mixed use development on land leased from property owners near First Street that would include a large public plaza connecting First Avenue with nearby I-94 corridor), while preserving much of downtown park district's heritage architecture including several important churches dating back to 1857/58 including St John's Lutheran Church & School (built 1840) and Trinity Episcopal Church (1863). After months of public comment on both proposals—including more than 100 letters from residents living near or adjacent to both developments—the City Council voted 3-2 on October 9th , 2008 not only approving but also vetoing another proposed redevelopment project adjacent to University Park Drive adjacent to First Avenue Shopping Center - this project would have included demolition or alteration of over 200 years old prewar commercial buildings along University Park Dr., many dating back before incorporation as part of Milwaukee County!
