The Town Hall was completed in 1844 and served as home base for local government until 1895 when City Hall Annex was constructed adjacent to what is now West Side Park on North Avenue N.W.. In 1872-1873 James Jett designed what is considered one of America’s first successful public works projects—the construction of two miles (3 kilometers) wide plank walkway across Cedar Creek starting at State Street near today’s First Baptist Church Cemetery) connecting downtown with new housing developments located along Clybourn Avenue W., just east of today’s intersection with I-94/US 41W.. It was during this period that Burlington also began developing its water system which remains one of Wiscones finest features to this day; generating over 50%of all daily energy used by municipalities in Wisconsin!
