Burlington, Wisconsin is a city in the U.S. state of Wisconsin. The population was 25,869 at the 2010 census and it is the county seat of Calumet County. Burlington is located on the east side of Lake Michigan, across from Chicago. The first permanent settler in what would become Burlington was Nicholas Dyck in 1837. He built a cabin on the site now known as Dyck Park and named his settlement after himself, Burlington meaning "free from duty." The first store in town was opened by Captain John Duryea and his partner Levi Cohen in 1840; the store became known as The Mercantile Exchange. In 1847, James Wigglesworth established a mill on South Water Street which became one of the largest mills west of the Mississippi River. In 1860, Burlington's first school was constructed; it continued to serve until 1915 when it moved to its present location across from City Hall. In 1870, entrepreneur George Ripley came to town with plans for an electric street car system that would connect Chicago with Milwaukee and other areas north of Milwaukee via downtown Burlington; however, Ripley's venture failed due to financial difficulties. However, Burlington's railway depot served as a proving ground for many early American railroad companies including Milwaukee Road (later part of Amtrak), Northern Pacific Railway (later part of CSX), and Chicago & North Western Railroad (now part of Union Pacific). In 1876, Burlington voters passed a referendum authorizing annexation by Chicago; this event marked the beginning of what would be called "The Great Migration" - an influx of Americans fleeing poverty and political unrest abroad who settled in southern Minnesota and northern Iowa during the late 19th century seeking opportunities for economic growth within their own communities back home. In 1907-08, construction began on what would become City Hall which seated 2200 people inside and an additional 400 sq ft outside on Market Square; at its inauguration ceremonies Mayor George Hynes remarked that "this Municipal Building is but one small step towards perfecting our municipal government." Today City Hall remains one of America's most iconic civic buildings – often used as photo ops or hosts events such as mayoral debates or public hearings – while also serving as a research center focusing on urban affairs topics such as housing development or community redevelopment

It was one of several towns in Wisconsin that wereincorporated into cities as a result of legislation passed by Governor John Nelson Emerson. This Legislation merged many smaller towns into one larger community to make it easier to manage and provide more services to its residents. Burlington had been part of Racine County since 1851 and had applied for city status twice before being denied both times. In 1892, Mayor Charles Wickenheiser founded what would become known as "The People's City" which served as an example for other municipalities seeking cityhood. During the late 1800s and early 1900s, Burlington saw an increase in heavy industry due to its location near Lake Michigan and Milwaukee River floodplains. The lumber industry played a large role in Burlington’s economy throughout these years; accordingly, much infrastructure development took place around this time including bridges over the rivers and roads across them. One such road is now known as “Burgoyne Boulevard” after Admiral John Burgoyne’s headquarters during the War of 1812

Burlington, Wisconsin was once a small town in the middle of nowhere.
