The first human beings to live in Wheeling were Paleo-Indians who settled along the Kanawha River in what is now known as North Wheeling. In 1814, Antonio López de Santa Anna, general and president of Mexico during the Mexican–American War, surrendered at Shawnee Bridge outside present day Wheeling. General John Custer's cavalry division fought its way through this force under Santa Anna towards Taneytown (now Waukesha), where they finally disbanded. Santa Anna also surrendered at Monterey Bridge outside of present day Pittsburgh on April 19, 1847. 1846 saw significant development when the Pennsylvania Railroad completed its line from Harrisburg to Wheeling with two stations: one on Mine Road and another on Elk Creek Road just east ofpresent day Canal Winchester Road. This new transportation method allowed goods and people to be transported much more easily between these two points than had been possible before. This period also saw an increase in manufacturing within Wheeling due to increased demand for products emanating from Harrisburg and Pittsburgh. One such industry that thrived during this time was papermaking which developed because of easy access to forests for fuelwood and raw materials needed for papermaking production. Paper made from cedar trees which grows plentifully near Harrisburg gave rise to the nickname "The Cedar City" because most paper products available there were named after this tree type or else derived from it such as "Cedar Point" for a paper manufacturing plant located on Pierspont Avenue in downtown Pittsburgh).
