The following year on May 10th George Washington reopened the Potomac River for navigation as part of his celebrated "President's Birthday" celebrations commemorating his inauguration as President of the United States on January 20th 1777 In 1815-1816 Captain John Floyd traversed much of this area leading an expedition known as Floyd's Expedition which hunted down Shawnee Indians who had been raiding settlements along both sides of the Ohio River valley during this period The town site was laid out by John Mifflin about 1830 with land grants fromthe Virginia Company granted to him and others early settlers in what became Wheeling A post office called "Wheeling" was established in 1837 and remained open until 1913
