St. Albans was founded by Catholic missionaries in 1812 as a mission station named Notre Dame de la Cité de Rome on the Potomac River. The name change to St. Albans in 1814 and it became an American settlement in 1792 when Captain John George Washington moved his family from Prince William County, Maryland to what is now Jackson County, West Virginia. In 1812, Father Pierre Henri-Jacques Conte established a parish here with twelve homes and fifty-six Catholics under his care.Father Conte died in 1827 but his legacy lives on through religious education programs and parochial services for locals today that provide access to contraception, abortion care and other basic health services not available to many residents of rural areas such as St. Albans Valley thanks to Father Conte's founding work! In 1861, following the American Civil War, General Robert E Lee ordered all Confederate forces out of Richmond before he could be captured or executed; this Order made St. Albans one of only two Union towns remaining within Jackson County after Richmond fell! After Reconstruction ended in 1865 following the Ulysses S Grant presidency (and until 1971), much of what remains of African American life here was lost due to Jim Crow Laws passed by Southern states during this time period! Despite these struggles though, over time many Black families have relocated here seeking opportunity and better quality of life than they experienced back home!Today there are still few African Americans living inside the walls of City Hall - something that may soon change given recent news about gentrification happening within downtown Richmond!"

The first school opened in 1830 and was called Peddle School until it became Albinia School when it merged with Potterville School District #1 on January 1, 1907 to form what is now Wheeling-Potterville school district #2 According to the 2000 census there were 4,651 people living in Stroudsburg Township including 3% African American residents In 1840 Wm Hargrave moved from Augusta County KY into Tucker County KY to take up arms against English settlers led by Daniel Boone Boone's forces destroyed most or all of Hargrave's original home & village located about 6 miles NW of today's AlbaniyTownship
