In 1868 Elijah Broughton laid out an area including what are now Downtown St. Albans and parts of present-day Parkersburg into two towns – Albion and Zion – both named after him because he donated land for them (Albion being located east of Center Street while Zion was located west). Today Albion police department serves as their counterpart for law enforcement services within Town limits with Parkersburg serving as their emergency service center . Most importantly due to this growth over time many large businesses have arisen including State Farm Insurance, Dick's Sporting Goods, Pinnacle Bank, Joe's Pizza Delivery etc., giving much needed stability to small villages like St Alban's which were once struggling economically by themselves without these larger companies coming through to help out 100%. Overall any change or new development will sooner or later impact those surrounding neighborhoods whether it be good or bad; but all too often it seems that things stay relatively stable thanks largely to inertia!
