The Parkersburg Rifle and Pistol Club was chartered in 1892. The club held its first meeting at the old Presbyterian Church on High Street. It was not until 1906 that it moved to the current location, which is on Elm Street. In 1916, the club changed its name to the Parkersburg Rifle and Pistol Association (PRPA). In 1935, the PRPA purchased land on Market Square and began construction of a new clubhouse. The building opened in 1937 and served as the club’s headquarters until 1978 when it was moved to its present location. During World War II, Parkersburg became a munitions production center due to its proximity to West Virginia Arsenal. As a result, many of the rifle stocks used in combat were manufactured here. Today, PRPA continues to operate as an NRA-certified firearms training school located within walking distance of both their original clubhouse and their current facility on Elm Street.

In 1913, Parkerstown was designated as one of five downtowns in West Virginia designed to promote commerce and industry throughout the state capital formation process that had occurred following World War I (1914). By 1933, however, business activity had declined significantly within downtown Parkersburg due to changes in economic conditions across West Virginia resulting from instances such as natural disasters or civic instability caused by social unrest or political upheaval. Nevertheless, some businesses did continue operations inside DowntownParkerstown through various incarnations until its closure in late 2008 following severe financial problems faced by many individual businesses within that district contributing to overall community decline throughout much of Appalachia during that time period
