Parkersburg is a town in Harrison County, West Virginia, United States. The population was 9,871 at the 2010 census. It is the county seat of Harrison County. The community was founded in 1811 by John Parker and his wife Mary Ballinger during the Black Hawk War. Parkersburg was named after James K. Polk, the 20th president of the United States. The first post office in Parkersburg opened on July 6, 1811, and remained open until it was discontinued on October 14, 1821. The town site was surveyed in 1818 by George Washington Keyes under a grant from James K. Polk as part of a larger land Grant called "Polk's Purchase." The town site became known as "Parkerstown". In 1868, Ohioans moved into what would become Parkersburg following the American Civil War and renamed it Cleveland Heights; however this name also applied to nearby Uniontown which had been founded earlier that year by settlers from Pennsylvania Dutch families who termed their new community Holland Grove since they were unable to find any other English word that accurately reflected their new home. In 1870–71 an act of Congress designated Harrison County as one of five counties within West Virginia to be established shallered off from Cumberland County due to its shortage of voters (the others being Fayetteville, Huntington, Mingo Junction and Clarksburg). Grant's forces and Chief Joseph's band of Shawnee Indians had ended with a peace agreement, President James Ketchum made Parkersburg the permanent capital of West Virginia under his administration. In 1865, when Union General Robert Ewing surrendered at Appomattox Court House in Virginia following the American Civil War, most of West Virginia reverted back to Confederate control as part of Johnston's March to Richmond campaign; however much of eastern portions including Parkersburg remained within Union hands until May 9th 1863 when Lee surrendered at Appomattox Court House; this event marks the end of World War II in North America east of Mexico City Airport (Lufkin Field). In 1904 an electric streetcar system called "The Green Line" was completed through Parkersburg linking it with nearby Wheeling and Wirtztown on the Ohio River Valley Railroad network. It remains one today’s primary transportation corridors for residents throughout easternWest Virginia metropolitan areas such as Wheeling/Wirtztown/Parkerstown ZIP codes 72401-72412/.
