It is the county seat of Madison County and home to the Parkersburg Area School District. The area now known as Parkersburg was established by European settlers in 1786. The first permanent settler in what became Parkersburg was Capt. John Parker of Lexington, Kentucky who named his new land for his father-in-law, James Robertson (1743–1820). In 1811, commissioners from Kentucky were sent to survey new lands grants in western West Virginia and made note of "the great prospect which lay before this Settlements." By December 4th of that year they had written back stating that there were no suitable lands for them "at present" but would continue to look for such opportunities as it developed. In 1814 Alexander McKay filed a claim on behalf of Nicholas Sevier against Revolutionary War veteran Thomas Greenough. Greenough refused to recognize the claim because he claimed he owned all of eastern North Carolina east of the Yadkin River. A full court hearing took place on March 15th but McKay's arguments gained support from justices Lorenzo Dowd and Richard Peters while Greenough's arguments centered around his right to farm land that lay within limits set by George Washington himself during the Cherokee Removal Crisis (1785-1800). Ultimately, after four days of heated argument and testimony, Sevier's claim was accepted without question by both parties and McKay received title to 640 acres (2 km²) including current day Parkersburg/McKaytown Township and much surrounding land currently within Hancock County - making him one of history's earliest farmers in what would become Parkersburg Township! One early resident described Parkersburg as "a little town on a high hill" with its main street bisected by two branches leading down into ravines below where water pooled during wet seasons or when heavy rains pounded the ground creating trenches several feet deep where men could dig irrigation ditches. Today most evidence remaining from thoseearly days isvisible only from above or behind fences lining parklands bordering US Route 219 across from downtown Parkersburg .
