It is the county seat of Mingo County and the second-largest city by population in West Virginia after Wheeling. Charleston is one of several former slave-holding states that have since become abolished. The first white humans to live in what is now Charleston were Native Americans, who called it "Chinooka" because of its abundance of cedar trees. The area was first explored by Europeans in 1607 when Juan de la Cosa sent two ships, La Charrette and La Pintada, to explore the mouth of the Kanawha River. He found an abandoned village and named it Portsmouth after his flagship HMS Portsmouth which he had lost during his voyage exploring this region. In 1740 Englishman Robert Clive discovered and claimed Cape Lookout for Great Britain on November 12th as part of his Attack on Rhode Island; however this claim was later debunked as a fraud by American scholars including James Fenton who documented that there was no such cape located at Cape Lookout and that Clive had mistakenly tattooed "Lookout" on a rock about 25 miles (40 km) east of where he thought it would be located.
