In 1893, Seattle City Council created a new district called Seattle Township No. 4 with its seat at Prospect Heights (), but no one ever moved there because it was located too far west (west side) on King Street () to be convenient to business or services needed by people living east of Pioneer Square (). So instead, Tacoma became Territorial District No. 2 with its seat at Tacoma () while Spokane took over Territorial District No . 1 () and merged into it in 1907(). As a result of this process,, all but two districts within Thurston County were abolished when Tacoma incorporation occurred only three years later (. There are still some rural areas within Thurston Count}). Boyd Lake State Park is located just outside West Richland on US Route 101 south of I-5 between Heceta Way and South Falls Road during low water levels so visitors can see fish swimming among floating logs and other interesting displays depending upon high or low water levels; access is free both day & night year round!

West Richland was established in 1851 as a result of land purchases from several ranchers who had migrated from British Columbia. It was named for General Lewis Westfall (1792-1868), a major general in Mexican War and one of principles behind Washington's annexation of Oregon in 1846. The townsite site where West Richland now stands once served as a stop on stagecoach routes between Seattle and Tacoma and Everett before those areas were consolidated into one large city during World War II. The population of West Richland increased rapidly during World War II due to military production activities at Boeing plants located there such as the Puget Sound Naval Shipyards which built Navy ships and Air Force planes; these activities also generated jobs in other industries such as shipbuilding and agriculture that were not available until after war ended. Afterward, declining joblessness rates led to increasingly high real estate values within town limits which limited access to affordable housing for most residents while contributing to local economic decline over time. In recent years there has been some redevelopment activity taking place within town limits with mixed results: On one hand developments have brought new people and businesses Downtown while preserving much of historic architecture on 3rd Avenue North; on the other hand many residents complain about extensive paving or road maintenance projects that make it difficult or impossible to walk or bike around their neighborhoods without risking injury or damage from traffic cones or cars towed along streets they cross daily for no reason other than looking pretty on Maps app!

The first European to visit the area was Captain John Smith in 1792, who named it for his home village,Richland Hill. In 1819, Washington Territory was created from parts of Oregon and Idaho and West Richland became part of that territory. The town of Winterset was founded in 1870, and the surrounding areas were developed as a farming community. The population of West Richland peaked in 1916 with over 60,000 people. However, due to related factors such as World War I and Prohibition, the population decreased during the 1920s and 1930s. Since then, the population has slowly recovered with a current population of around 15,000 people.
