This led to increased competition between towns in the Spokane metropolitan area over land values and jobs; this also contributed to decreases in population size over time. In 2006, Washougall abandoned all plans to annex into Stevens County because they could not agree on how best to handle traffic congestion caused by larger towns encroaching on their facilities; instead they formed Save Our TownUSA which continues efforts towards preserving local control over municipal affairs within the Spokane metropolitan area
