One important factor has been its status as an unincorporated rural community governed by volunteer boards made up largely of retired or current government employees working out of their homes; this approach has helped keep things close to normal while accommodating any changes or needs that might arise outside the walls of our tiny burglar-proof town hall annex office (the "Community Centre").
