It would be their only building until 1895 when they erected a second courthouse on Third Street near present day Pioneer Square . Throughout much of its historyWallaceburg City Council District No 1 functioned largely as an unorganized center fielder trying to keep up with other municipalities that were growing larger while not having the resources or infrastructure necessary to support such growth On November 2nd 1886 Mayor Samuel Hammond presented council with plans for expanding into what is now Pierce County but due largely to lacklustre opposition from councillors no action was taken Eventually it would become apparent that neither residents nor government could maintain even minimal levels Of services without additional funding which invariably came through annexation fees levied upon adjacent municipalities
